Randy I deal with parts guys as a necessity and usually tell them what I want and only on occasion and only with one or two do I ask advice. Also they are used to car questions that really don't match up with bike questions.
So to sand your rotor, don't worry about turning it or buying new $$$$, go to a Home Depot or such and get a rubber sanding block then get a sheet of aluminium oxide sand paper 120 to 180 grit. If you are in the auto parts place go to the autobody section and there will be the block and sandpaper, more $$ than HD.
All you are trying to do is remove the glaze on the rotor nothing more. Sand it as best you can, the Savage wheel is easy to work around.
Again, get rid of the adhesive and brake clean, proper lube and application of the lube is the answer.
BTW... I have "fixed" the squeal on used brakes this way on cars, trucks and bikes.
